This position is responsible for overseeing day to day management of capital improvement projects, new building amenities, base building projects and white box and turnkey tenant improvement projects for the B.F. Saul Company & Saul Centers, Inc. located in Bethesda, Maryland. 

Duties & Responsibilities

Duties will include, but are not limited to the following:

  • Daily oversight of all construction projects under their supervision
  • Compiling conceptual budgets/competitive bids including:
    • Turnkey tenant improvement projects, Office and Retail
    • Tenant allowance projects
    • Capital improvement projects Building Façade and Interior Renovations
    • Select base building projects for Office, Retail, Hospitality & Mixed-Use Developments
  • Coordinate with building architect / MEP for development of project CD’s
  • Coordinate with Civil engineers and other consultants during the pre-construction planning phase for new base building projects
  • Compiling bid list and front end documents for bidding
  • Manage the bidding and award of process for all assigned projects
    • Initiate and secure Senior Management approval of Expenditure Approval Form (EAF)
  • Coordinate with appropriate Project Coordinator to initiate contract or purchase order in accordance with approved EAF
  • Plan review and approval for the following types of projects:
    • Turnkey tenant improvement projects
    • Capital improvement projects
    • Tenant allowance improvement projects
    • Base Building Projects
  • Coordination with Property Management during Tenant and Capital Improvement Projects including:
    • Project kick-off meeting
    • Weekly progress meetings
    • Off hours work (when required)
    • Insurance and Permit submission
    • Substantial completion walk-thru
    • Owner procurement items
  • Coordination with assigned Construction Supervisor for project oversight
  • Coordination with tenant’s contractor(s) and /or tenant to ensure timely possession of space by tenant
  • Processing vendor invoices
  • Processing tenant invoicing
  • Contract Management through Project Close out
  • Coordinate with A&E team for RFI and Submittal review and action as required
  • Cash Flow Forecasting and draw reviews for base building projects with Accounting and Lenders

Qualifications & Skills


  • Ability to effectively manage multiple projects in different phases simultaneously
  • Effective verbal and written communication skills
  • Excellent planning and organization skills
  • Ability to write a through scope of work for a lease exhibit and to provide direction to Architects, MEP Engineers and GC’s a like
  • Ability to effectively react to and manage unforeseen project conditions & schedule impacts
  • Ability to use rational resources to solve problems and make decisions
  • Commercial development and construction experience; retail, office and Multi-Family Base Building and development background  
  • Management and personal skills
  • Must be a team player
  • Ability to meet deadlines and is self-directed, thorough and responsible
  • Advanced skills in Word, proficient in Outlook, and Excel and Microsoft Project or equivalent CPM scheduling program
  • Strong financial analysis skills and critical thinking with respect to numerical data


  • Minimum of 10 years project management experience required with emphasis on Base Building, multi-family, retail and office build-out working for a general contractor or owner in the construction management role



  • 4 year degree in Construction Management or Civil Engineering or equivalent work experience
  • CCM (Certified Construction Manager) and LEED AP would be a plus
